The Challenge
a national smart infrastructure operator had secured a significant role in the UK smart metering programme, responsible for the communications infrastructure underpinning the national rollout to 53 million meters. As a new entrant to the energy sector operating in a heavily regulated environment, a national smart infrastructure operator needed to rapidly design and stand up a programme delivery capability, governance structure, and operating model — from scratch — before the rollout window opened.
Our Approach
DSK Solutions was engaged as a founding advisory partner to design the delivery framework and stand up the programme organisation. We shaped the operating model across six delivery partner relationships, defined the governance and assurance structure, and established the commercial and contractual frameworks that would govern the four-year rollout horizon.
Our advisory team worked directly with the client’s executive leadership to navigate regulatory requirements from Ofgem and the DCC, translating compliance obligations into operational programme requirements. We facilitated partner onboarding, designed the integrated master schedule, and built the risk management framework that governed the programme through its critical early phases.
The Outcome
The programme delivery framework was stood up within four months of engagement, enabling a national smart infrastructure operator to meet its contractual start obligations. The governance model successfully coordinated six delivery partners across a £1.1B programme. DSK Solutions’ advisory engagement was subsequently extended to support the programme through its first live delivery phase, providing ongoing strategic oversight and executive-level challenge.
